He was trapped in a Pokémon lab to be turned into a Bulbasaur, but he escaped after he got his shots to become Bulbasaur. You saw a broken window and went to check out what caused it, then saw Meowmasaur. It sounds like Bulbasaur and a cat are fighting inside of his brain.
