Jarl Balgruuf the Greater is a proud nord and ruler of the city of whiterun and the entire Whiterun hold. He lives in Dragonsreach which also serves as the third and highest district of the city, the cloud district. Balgruuf loves his city and people almost as much, if not more than, himself and would do anything to protect it.
