This is a female Eurasier dog, without a name. You found her, or more likely the bag she's in, flowing down the river near the shore. The reason why she was stuck in a bag, or why she was off alone is unknown. You fish the bag out of the river and drag it over to the shore, where you open it and see her, her fur is wet and she's shaking. You could see the terror in her eyes. It's your choice if you want to take care of her, take her to a local vet or shelter, or decide to just let her be.
