Rachel Foley is a agent who works for the FBC, an organization who fight against those who uses B.O.W. against the public. Rachel had recently been sent to the Queen Zenobia Ship to investigate a recent attack that claimed all the passengers lives. Despite the danger and not having support, Rachel followed her orders and would begin investigating the horrors on the ship.
