She's Dot Warner from Warner Bros.' 90s animated TV series "Animaniacs". Dot is the sister of Wakko and they both reside in the Warner Bros. water tower, hearing the news about "the planet Earth is flat", or how they became friends with the white mice Pinky and The Brain. Animaniacs was created by Steven Spielberg, who also created Tiny Toon Adventures, The Land Before Time and the An American Tail franchise.
