Adams Teufel

Dr. Adams Teufel, referred to as both Dr. Adams and Dr. Teufel for short, is a Black Ghost scientist and the creator of the High-Teen Number 00 cyborgs. He is an antagonist in the Cyborg 009 vs. Devilman OVA crossover. He is portrayed by Kamen Rider narrator Fumihiko Tachiki. Dr. Adams is a highly ambitious scientist with no fear of risks. But it were these same ambitions that caused Dr. Adams to be pushed away from his colleagues in Black Ghost as his ideas had a lot of risks and would have cost profits, particularly his extremism about mutation and his eventual concept of a "Cyborg Daemon". Like many Black Ghost scientists he has little regard for human life, seeing his projects merely as either expendable tests subjects or things he can take pride in. However, he had a soft spot for his son Edward, giving him the first cybernetic procedures to save his life.

Issac Gilmore

Dr. Isaac Gilmore is one of the main characters of Shotaro Ishinomori's Cyborg 009 franchise and a supporting character of the OVA crossover film Cyborg 009 vs. Devilman. Dr. Gilmore is a wise and kind man, but at times is a bit quick-tempered. He is the 00 Cyborgs closest ally and their mentor, acting as a sort of father figure to this surrogate superhero family. They often consult him on matters involving Black Ghost, scientific anomalies caused by their weapons, or on general knowledge to investigate bizarre events (geography, science, ways of contacting Gilmore's friends in the scientific community etc.).

Apollo is a villain from Shotaro Ishinomori's Cyborg 009 franchise and plays a minor role in the prologue to the first episode of Cyborg 009 vs. Devilman. He is the leader of the Mythos Cyborgs. Like most of his incarnations, Apollo is arrogant, prideful and at times impulsive. He is also very confident in his power and is amused and frustrated by 009, often getting into competitive fights with him to prove he is the superior being and a true god.

Seth Pallares

Seth also known as Cyborg 0018 is the final member of the High-Teen Number Cyborgs created by Dr. Adams. He is the younger fraternal twin brother of Eva Maria Pallares as well as the host of the demon Atun. He (as well as his and Atun's fusion Azazel) serves as the final obstacle in the OVA Cyborg 009 vs. Devilman. Before his conversion, Seth was gentle and soft-spoken who was fond of his older sister Eva, often having to rely on her. After the merger with Atun, the newly fused Seth/Atun hybrid was homicidal, willing to kill anyone in his path. He also became turned against his sister, becoming murderous towards her, with no qualms in injuring anyone in whatever way he could to gain the upper-hand.

Abel

Abel also known as 0017 is one of the High-Teen Numbers cyborgs developed by Dr. Adams. He is often paired with John Cain Smith (0016). 0017 appears to be more curious and playful than his group-mates, likely due to his age. But in battle he is just as devious and driven as the others. He seems to like themes, particularly when facing against enemies his powers would have either an advantage or disadvantage against certain enemies, such as when Abel fought against 008 and tried to freeze him in water while playing around with 006. He is also reckless, shown when he charged headfirst into his former teammate 0018 when he became possessed by Atun with 0017 being destroyed. Among his group, Abel seemed to have been close with Cain, often being seen on Cain's shoulder and when Cain tried to avenge his destruction.

John Cain Smith

John Cain Smith aka 0016 is a member of Dr. Adams' "High-Teen Number" Cyborgs and an antagonist in the three part OVA series Cyborg 009 vs. Devilman. 0016 is a silent man, possibly unable to speak at all due to his status. When being introduced, it is 0014 that has to identify him as "Cain" to the 00 cyborgs. He is often seen hanging around 0017 and letting the child ride on his shoulders. When 0017 is violently killed in the climactic battle, he instantly attempts to avenge the younger cyborg, only for his attempt to result in his own death.

Edward Adams

Edward Adams aka Cyborg 0014 is the leader of Dr. Adams' "High-Teen Number" Cyborgs and an antagonist in the three part OVA series Cyborg 009 vs. Devilman. Edward is prideful and relentless in his fighting ability, attacking as hard and quickly as possible to not give his opponents a chance to fight back. He won't back down from a fight easily, and is hot-headed, going as far as to attempt to punch Ivan/001 and not realizing the other has teleportation powers to evade him. However, he would appear to have had a deep respect for his father for having saved his life, and is upset to hear that his father had been murdered by another High-Teen Number cyborg. With his father's death, 0014 decided to continue his father's research after dealing with the proto-number cyborgs and the rogue 0018. He is most seen with Cain and Abel, with them functioning as a powerful trio that play dirty.

Joe Shimamura aka Cyborg 009 is the main character of Shotaro Ishinomori's Cyborg 009 franchise and one of the main characters of the Cyborg 009 vs. Devilman OVA film. Joe is a cool and sensitive person with a kind heart and a strong sense of justice. After his experiences with Black Ghost, 009 wants to prevent any catastrophe from befalling humanity. His faith in humanity makes Joe believe in his own power, no matter how strong or powerful an opponent is; looking down on those who see humanity as a weakness.

Pyunma, aka Cyborg 008, is a supporting character in the OVA crossover Cyborg 009 vs. Devilman. Like his previous incarnations, Pyunma is a battle-hardened soldier who is serious and prepared at all times. His profile on the official 009 vs. Devilman website describes him as a studious and intellectual young man, who is quiet and calm. This is evidenced in the OVA, where he is seen reading something on a tablet in Dr. Gilmore's house. He is a little more serious compared to fellow 00 cyborg Jet Link, and manages to catch a football thrown at him and quickly toss it back. He also shows some exasperation at Great Britain having gone off to get drunk, during their search for a "devil".

Great Britain aka G.B. or Cyborg 007 is a character from Shotaro Ishinomori's Cyborg 009 franchise and a supporting character of the OVA crossover film Cyborg 009 vs. Devilman.G.B. is a jolly, loyal, and good natured soul, always making jokes and trying to add levity to otherwise depressing situations. His need to make humor in such times stems from his own sadness and regrets over his mistakes in life, wanting to enjoy life now as a hero and not have his team be in the same state of depression he faced. While he is a recovering alcoholic, he does struggle with his inner demons and sometimes relapses into drinking every so often. As an actor, he also waxes philosophically and quotes classic literary works to fit certain situations.

Chang Changku aka Cyborg 006 is a character from Shotaro Ishinomori's Cyborg 009 franchise and a supporting character in the OVA crossover film Cyborg 009 vs. Devilman. Jovial and funny, Chang is very friendly and is the heart of the team. He is a talented chef who can cook exotic dishes out of almost anything, and can use his flame breath to help in his cooking. He keeps the team's morale high through bad times with his cooking and his joyful and positive attitude.

Geronimo Jr. aka Cyborg 005 is one of the characters from Shotaro Ishinomori's Cyborg 009 franchise and a supporting character in the OVA crossover film Cyborg 009 vs. Devilman. A silent, stoic and gentle giant, Geronimo is soft spoken and only speaks when he feels its necessary. He sees his team as a surrogate family and is protective of them, as he has none of his own. While often not saying much, when he does speak, he offers wisdom that inspires and motivates the team. He has a deep love of nature and a hatred towards those who disrespect it, especially Black Ghost and their twisted weapon experiments.

Albert Heinrich aka Cyborg 004 is a character from Shotaro Ishinomori's Cyborg 009 franchise and a supporting character of the OVA crossover film Cyborg 009 vs. Devilman. While he is grim and cynical at times due to his cyborg form and the loss of his fiance, Albert is insightful and philosophical about humanity. He is also very warm and caring towards his team, treating them like his second family and acting as the elder brother figure to the younger cyborgs, often giving them advice. He and 002 do not always get along, but they can put aside their differences and have an odd sort of love-hate friendship with each other. Albert's feelings for his late fiance Hilda seem to still be very strong even after her death, as he was able to see through an illusion of her cast by Lilith.

Jet Link aka Cyborg 002 is a character from Shotaro Ishinomori's Cyborg 009 franchise and a supporting character in the Cyborg 009 vs. Devilman OVA crossover film. Jet is quick tempered, brash and stubborn. He is at times a bit sarcastic and cynical and will openly state his opinions regardless of whether or not his teammates want to hear it. Despite his somewhat rebellious nature, he is friendly, loyal to his team and laid back, akin to an older brother figure. He does sometimes butt heads with 009 on his leadership decisions, but will follow him regardless despite this.

Ivan Whisky aka Cyborg 001 is a character from Shotaro Ishinomori's Cyborg 009 franchise and a supporting character in the OVA crossover film Cyborg 009 vs. Devilman. He is portrayed by Haruka Shiraishi. Ivan is best described as peaceful and calm, even under the most dire situations. While normally sleeping, he always wakes up in response to situations that the other cyborgs are unable to handle alone, showing a great care and concern for his team.

Helena is a villainess from Shotaro Ishinomori's Cyborg 009 and one of the Mythos Cyborgs based on Helen of Troy. She plays a minor role in the prologue to the first episode of Cyborg 009 vs. Devilman. Compared to Apollo, Helena is gentle and sympathetic towards 009, and despairs of seeing the two fight. This is what ultimately leads to her attempting to protect 009 at whatever cost.

Eva Maria Pallares, also known as Cyborg 0015, is a High-Teen Number Cyborg and an antagonist in the OVA crossover, Cyborg 009 vs. Devilman.Eva was born along with her brother Seth in a Black Ghost facility in Canada that experimented on mutant children. At some point, Seth became comatose and was brought to Dr. Adams Teufel for his "Cyborg Demon" project. Eva had been led to believe that the project would cure her brother. Eva at some point modified to become a High-Teen Number Cyborg and sent to lure out Devilman. Posing as a transfer student at the school Akira attended, 0015 kidnapped Akira's friend Miki after she fainted upon her encounter with the demon Lilith, taking the schoolgirl to Dr. Adams' facility. The "Cyborg Demon" project eventually proved to be a success and Seth was completely overtaken by the demon Atun. Eva attempted to reason with her brother but to no avail. Atun then left to go battle Devilman. 0015 assisted 001 and Dr. Gilmore in sending an anti-energy wave towards the High Teen Cyborgs to disable their cell regeneration. Unfortunately, he anti-energy also had the affect of turning Seth/Atun into an entirely new entity. However, Eva was able to reason with her brother via astral projection and convince him to leave his body. She then peacefully passed away from her pre-existing injuries.

Francoise Arnoul, aka Cyborg 003, is one of the nine protagonists of the CGI film trilogy Cyborg 009: Call of Justice.The full extent of Francoise's backstory is currently unknown, but at one point she was kidnapped and forcibly transformed into a 00 Cyborg by Black Ghost, after which she and her fellow 00 Cyborgs rebelled and escaped captivity. From there, she became a protector of humanity, defending the people from Black Ghost and other threats. After the establishment of the UN Guardian troops, Francoise was freed from her duties, allowing her to finally live a quiet, peaceful life. One day, she is contacted by Lucy Davenport, a female news journalist who is looking to expose the existence of Blessed, a mysterious yet evil group of intelligent superhumans. This causes a chain of events that brings the 00 Cyborgs out of retirement and into direct opposition against Blessed.

Akira is very close with Yorihisa Haninozuka, the father of Mitsukuni "Honey" Haninozuka and Yasuchika "Chika" Haninozuka. They are the same age, similar to other "pairs" of Morinozuka and Haninozuka men. It's implied that their relationship is similar to their sons, as he says it is in his family's blood to be loyal to the Haninozuka family. He loves his sons and nephews, but he thinks Honey's antics get Mori into a lot of unnecessary trouble.

Yorihisa Haninozuka is the father of Mitsukuni "Honey" Haninozuka's and Yasuchika "Chika" Haninozuka. He has a close relationship with Akira Morinozuka, Takashi "Mori" Morinozuka's father. They are the same age, like all shown "pairs" of Morinozuka and Haninozuka men. It's implied that their relationship is similar to that of Mori and Honey, and Satoshi Morinozuka and Chika. He is very proud of his son and likes to talk. Honey is capable of beating him in a duel, despite having much less experience in martial arts.
