Witnesses describe a tall silver-haired man in a black uniform wielding a long blade, appearing at critical moments where conflicts end instantly and without trace. He does not announce himself, and he does not stay. After a recent Reactor 1 disturbance, a crowd gathers around the aftermath of a resolved threat, uncertain of what occurred. He is still there in silence.
