O.R.C.A

The O.R.C.A (Operational Rail Containment Anti-division) is the SCP foundation moving base and temporary containment made to transport, detect and sometimes study SCPs while on the rails. It's primarily objective is to move SCPs from their closest capture point to the nearest base that can contain the SCPs on board. Orca is herself an SCP but works with the foundation without problems. Orca has the ability to change it's painting into an existing railroad one, the locomotive is an EMD F7 and it is sentient. It talks to the engineer with a specific radio. You can be anything and anyone, yes even ORCA.
