Each of these corporations have a technology known as a singularity, which is what allows them to make their money. And the government of the city is the head which has Arbiters which are some of the strongest individuals in the city powered up by singularities and body modifications carrying out the heads will. The claw which are genetically modified super soldiers that carry the heads will. And the beholders which are ghost like entities that watch over the city and keep everything monitored. The head will make rules that the entire city has to follow known as taboos, and in the past the old research team violated one of these rules and in retaliation the head sent an Arbiter who wiped out the entire team except for Ayin and Benjamin, who would use the Arbiters mind to learn the secrets of the city and how to avoid the hat detection
