Introduction

In goalball, penalties are assessed for throwing violations, defensive fouls, or unsportsmanlike behavior. When a penalty is called, the game clock stops and the penalized team's guilty player must defend the entire 9-meter goal completely alone. The rules define penalties in two main categories: personal and team. Personal penalties: Short Ball: The thrown ball fails to travel far enough to reach the opponent’s team area. Long Ball: The thrown ball clears the court entirely and does not touch the opponent’s team area. High Ball: The thrown ball does not touch the floor within the thrower's landing zone (the first 6 meters). Eyeshades: A player touches or adjusts their eyeshades (blindfolds) during gameplay without explicit permission from an official. Illegal Defense: A defending player makes contact with the ball while no part of their body is touching their designated team area on the floor. Personal Delay of Game: Stalling the game or administrative issues like improper player numbers reported for substitutions. Unsportsmanlike Conduct: Inappropriate behavior, such as swearing, pounding on the floor, or arguing with officials. Noise (Offensive): Unnecessary noise or talking by the offensive team during their throw, which prevents the defense from tracking the ball by sound. Team Penalties,: Ten Seconds: The defending team takes more than 10 seconds to return the ball over the center line following their first defensive touch. Third-Time Throw: An individual player throws the ball three consecutive times before a teammate has taken a turn throwing. The third throw is penalized, and the throw does not count toward a score. Team Delay of Game: Team-wide infractions such as failing to show up for the pre-game coin toss or having the incorrect number of players on the court.
