Long before people can land and launch from the planet itself, let alone colonise it, you need to do nothing but look for resources from the orbit of all ships such as the planet's rings and moon or asteroids or comets. You have mining robots, drones, probes, and satellites for intercepting asteroids and breaking then down for their resources. Develop better technology to build facilities on its moon and rings. Most challenging of all, manufacture circuitry and microchips. Finally, build Von Neumann Probe technology to send them to the surface (intact) and build machines for people to launch from and land on the planet which is not habitable so the facilities must be suitable for habitation. No help from homeworld except for communications are available.
