Previously after Beerus’ miraculous and unprecedented death that spooked even Whis. Who then brought Broly and Vegeta to a disclosed location telling them things have changed big time and Goku has changed big time…meanwhile Goku was back on earth destroying everything not out of malice but out of vengeance and the feeling of coldness like nothing matters anymore and he’s abandoned his human side Goku is officially dead and kakarot the god slayer has been reborn from the wreckage but because Vegeta wasn’t about to let his family die Whis brings Vegeta back to earth with him whilst Vegeta gets everyone to safety it’s Whis who confronts Goku in hopes of either reasoning with him or stopping him by force…. (You can choose to be either Whis or continue to be Goku is that’s who you chose to be in part 1 good luck)
