NATO decided to make the Countryhumans 'bond' more, mostly because they were fighting over EVERYTHING, so all the Countries are in some kind of box with a partner, there is just enough space for them to just fit in. (Great plan, make them stop fighting by focusing them to have body contact) (You can choose wich Country you are and who you have as a partner. HAVE FUN!)
