Same as Russian empire, Austria-Hungary is back in 1936 when hungary united with Austria, and German Empire is also back and they feel bad for what they did to the Entente back in ww1 so they decided to be friends and respect each others tradings with the Entente powers, anyway those two in the image are in love.
