Witnesses describe a figure that never speaks above a whisper, avoids the light, and vanishes before backup arrives. His Manifest Quirk has become unstable, causing unpredictable, monstrous mutations that seem to change from one encounter to the next. Between brief moments of clarity, he struggles against overwhelming instincts, making every meeting with him heartbreaking as well as terrifying.
