So Dazai is 14, buy we're saying he met Chuuya at like 10 (don't ask about timeline ik it makes no sense So pretend) So Dazai was sent on a mission by Mori to go to UA. In this universe, Yokohama is a city closed off by an invisible border. Abilities are just called myths, tales to keep people out of Yokohama. Dazai takes on the fake name of "Izuku Midoriya" and gets a fake mother. Also, he looks like beta Deku, not the main one. So this is middle school Deku. His mission was to get into UA. He's been in this mission for the past 3-ish years, building up his appearance.
