Going to use my boy Uno for this. Heโd definitely terrorize a city. One, he hates humans because sailors harpooned his hippocampus centaur mate. Two, he has bad history with people trying to tame him. And three heโs going to be overprotective of his son which makes the hatred for people even worse. A city is not a place for a horse man possessed by a demon feeding off his rage and grief.
